This issue commemorates the thirtieth anniversary of the 1961 Antarctic Treaty, and the stamp is canceled in our Capitol City - Washington, D.C.


Dealing with an icy continent without too much activity, I decided to dedicate my cachet to the popular and playful penguin. The key term here is "playful" as a quartet of penguins attired in their natural tuxedos cavort on the frozen ledges above the frigid water. One has dived off the edge and, if in the Olympics, would probably get a perfect "10" from the judges as to form. A second penguin teeters on the brink while he awaits his turn until his airborne companion splashes into the deep blue water below. A third playmate appears to have had second thoughts and has turned his back on the water and seems to be pondering the decision to go for a dunk or not. As to the fourth and final penguin, the decision has been made. He is in the foreground and has scurried from the icy edge with an expression that confirms that "no way Jose" is he going to leap at this particular time.
